Enable Traditional Chinese (zh-tw) localization support in Kubernetes website

What would you like to be added
Please enable and recognize the Traditional Chinese localization folder (content/zh-tw) in the Kubernetes website repository.
Initial content will include a translated homepage (_index.md) and localized documentation.
The [languages.zh-tw] configuration is being added to hugo.toml, and the folder structure will follow the existing multilingual setup.

Why is this needed
This addition will improve accessibility for Traditional Chinese speakers and encourage contributions from the zh-TW community.
It helps non-English users better understand Kubernetes concepts and participate in documentation efforts.

Thanks for the ping, @dipesh-rawat. (By the way, I don’t think this issue is exactly a duplicate of #51673. While this one is about Traditional Chinese, zh-TW specifically refers to Taiwan (TW). However, since Traditional Chinese is also used in Hong Kong, it would be good to discuss them together.)

I’m Seokho, one of the SIG Docs Localization Subproject Leads. Thank you for your suggestion to initiate zh-tw. :)

It’s great that you’re preparing this contribution.
However, please note that for localization efforts — especially when introducing a new localization language — the SIG Docs follows a specific process.

In particular, we’ve learned that having a dedicated team capable of reviewing localization PRs and maintaining the content over time is essential. This consensus exists because the Kubernetes documentation is both large in volume and continuously evolving.

If the contributor pool is small, it’s possible to start by adding some localized content. However, over time, those pages often become outdated and unmaintained, leading to incorrect or stale information being displayed to users.

Therefore, to officially initiate the zh-tw localization, could you please help gather contributors with localization experience who can form a team for ongoing collaboration and maintenance? You may share this issue with your community to find potential contributors. We can also help create a dedicated Slack channel for your localization team. Of course, we’ll need to coordinate and align this effort with #51673 .

You can also refer to the localization guide for more details (though it still needs an update to reflect the current requirement of assembling a sufficient number of localization team members for initiation).
