Reword dockershim migration recommendation

This PR:

• Rewords the Dockershim migration message so as to make a stronger statement about migrating from dockershim after the release of v1.24.

Good point! @Babapool I think this PR is fine. But could you open a second PR against dev-1.24 branch to reword "Dockershim will be removed from Kubernetes following the release of v1.24" to something like "Dockershim was removed in Kubernetes release v1.24." Thanks!
