feat(agent): add metrics to agent workers #3674

This PR adds metrics for the agent actions. We are adding run and error counters for the following actions: test connection, test stop, trigger and polling.

Changes

  • added meter on workers
  • updated telemetry reporting for traces and metrics

Fixes

  • updated timeouts for synthetic monitoring

This update is "taking" a ride with this PR. I'm updating the synthetic monitoring timeouts in a way that we can still send alarms on what is happening if they fail or become idle.
