Re-Enable .NET Stryker in CI After .NET 10 Support Is Added

**Description:**
Once .NET Stryker adds support for .NET 10, we need to restore mutation testing in our CI pipeline. This issue tracks re-enabling Stryker and verifying that it works correctly with .NET 10.

**Acceptance Criteria:**

* Confirm Stryker supports .NET 10 in the version used
* Re-enable Stryker step in CI
* Pipeline runs successfully with mutation testing enabled
