fix: revert support implementation for Node16/NodeNext

- For CJS mode, `module` is always `CommonJS`
- For ESM mode, `module` with value `Node16/NodeNext` will use `ESNext`, otherwise use the value provided by test `tsconfig`
- `moduleResolution` is always `Node10`
