If the current user is an admin..

there should be a create event button at the bottom of the program page (like a plus button in the bottom right)
clicking on it should open empty fields for creating an event (we dont have designs so it can be barebones for now
add a submit button on the bottom

flow: plus button on discover page below upcoming events -> creating event page -> see event populated on discover page
