Deprecation cycle for V1 manifest paths

#2798 Introduced a new manifest path mechanism. We will need to slowly transition to the new scheme, but before we do we should make sure most users are already on versions that can read and write V2 manifests.

• (In November 2024) Make V2 manifest paths the default
  • This will make new tables unreadable to old versions of Lance
• (In February 2024) Drop support for V1 manifest paths
  • This will make old tables written with V1 paths unreadable with newer versions of Lance.
