Add folder exclusion

Added ability to exclude a package/subfolder. As #430 is by design, a way to address it is to move unwanted objects into a package that can be excluded.
I thought about making it a regex or glob, saw glob is used in a few other places and ... it became a bit of a rabbit hole of adding minimatch which then created version issues. All resolved. If you prefer not to do this I can revert to a regex, not a big job.
Righ now this PR does:

• Adds CLI option --exclude <pattern> supporting glob patterns
• ... which needs minimatch dependency for glob pattern matching
• ... which needs TypeScript target set to ES2020 for compatibility
• Update existing tests to handle new parameter
• Adds new tests for exclude functionality
