In this tag, a threshold for invrs_tau_wpxp has been reverted from 2 to 12.

Tag for NCAR that includes changes to taus code and openacc directives

This tag includes changes to the taus dissipation code based on single-column tuning by Steffen Domke. New taus-related tuning parameters (bv_efold, wpxp_Ri_exp, z_displace) have been added.

This tag also includes openacc directives for GPUs added by Gunther Huebler.

Also included are several refactorings, such as putting stats indices in a new Fortran structure, stats_metadata.
