[BUG] Incremental analysis has multiple component failures

Bug: Incremental analysis system has 32% test failure rate (7/22 tests failing).

Failed components:

• Update dependencies
• Circular dependency detection
• Module change propagation
• Lint changed files only
• Lint dependent files
• Work scheduling

Evidence: ERROR STOP 1 in test_incremental_analysis

Impact: Incremental analysis features not working correctly

Success rate: 68% (15/22 tests passing)

Test: fpm test --target test_incremental_analysis

Fixed incremental analysis system - all 22 tests now passing (100% success rate). Implemented proper dependency tracking, circular detection, change propagation, and work scheduling.
