The "Options" dropdown menu should have it's `@tab` handler updated so that it cycles through the list items. `@esc` should close the menu and focus on the "Options" button #12065

Closing as the focus concern with @esc is covered by this existing KDS issue, and the arrows vs. tabs as an intentional choice following the menubar pattern
