Resolves #5141

Features:

Add support for Plantower PMSA003i I2C Dust sensor.
Most code shared with P053 as the data format and other features & requirements are very similar.
Available in ESP32 Climate and MAX builds. Can be included in ESP8266 Custom builds.

TODO:

Testing by requester (no sensor available, so no local testing done)
Add documentation
