Please describe the purpose of this pull request.
Adds steps in CONTRIBUTING guide to prepare PostgreSQL environment for use with Letta. The instructions are organized in a way that both PG and pgvector can be used locally (or an already running PG instance) without needing container images.

How to test
The steps can be tested by trying out setting up a PG environment and starting Letta operating on PG instance.

Have you tested this PR?
The updated steps were tested out manually and Letta run was triggered successfully.
