- Updates perms on all js-* repos to - remove inactive collaborators - add web3-bot as a push collaborator - Admin and w3dt-stewards are admin team - js-libp2p-dev are push team - Standardises descriptions on js repos - Archives a few unused repos - Removes CODEOWNERS from libp2p-bootstrap repo as it it archived so the file cannot be written
