This is a patch release to address #1374. We need a release to make a Lotus deadline tomorrow.
Note that this release intentionally ignores the semver rules. Although this actually is a patch release, semver rules (mostly caused by our repo sprawl as well as the Go version update in
go.mod) required us to cut minor releases of a few go-libp2p-* repos.
