Clarify that the memory monitoring capabilities that cores support generally allows awarding achievements but does not imply official support by the RetroAchievements community. Users should consult the officially supported emulator/core list before requesting support (e.g., manual unlocks, etc.) from them.
Replaces #1087 and #1088.
