Thanks for this. Before we go looking at code, I want to define the interface. See #13 for that discussion. Regardless, there is probably going to be code that we can use out of this PR. The tag tests are going to be crucial. |

Separates v4 (previous definitions) and v5 (new in this PR) Tagsets into sub modules. Defaults to loading v5 Tagsets, loads v4 on demand via BEGIN
