感谢PR！ 我觉得这功能非常好，有这场景的伙伴应该很受用。 现在有个比较现实的问题，目前这机器人已经越来越臃肿了，很多功能多数伙伴用不上。这个仓库本来的出发点是给 WeChatFerry 接口示例用的，结果功能越加越多，然后问题越来越多，我已经应付不过来了…… 如果你不介意的话，你来维护这个功能，然后我把你仓库索引到README里，这样大伙有问题的时候可以直接到那边去提ISSUE。你觉得如何？ |

针对 Issue #50 (comment)
使用数据库记录了每个用户（好友）的响应权限。
使用flask建了一个简单的页面用于手动更新权限。
根据数据库的记录，修改Robot的toChitchat函数，在此函数中检查用户（好友）的权限后做出响应选择。
