"Анонсировать" is a verb, while "announce URL" should be translated as a whole. I'm not that familiar with the torrent technology in Russian but looking at https://ru.wikipedia.org/wiki/BitTorrent , perhaps "URL анонса трекера" would be better? This is what Transmission uses - https://github.com/transmission/transmission/blob/50eacf693365e96306db15a932ea5f8d70ad69ba/qt/translations/transmission_ru.ts#L2700 .
