Set up GitHub CI #1124
Description
- Run compilation on different platforms (at least on Linux and Windows)
- Run compilation on different backends (at least OpenCL, but CUDA and TensorRT are desirable, however it they might be complicated to set up, maybe Eigen and Metal)
- Run tests, at least common
runtests
It should prevent some regressions.
Inspired by #1119 (but not only).
