Specifying digests is necessary when non-root users are allowed to
write files in /usr/local/bin.

LGTM, but did you actually test this? I only created the issue based on reading the sudo docs. I think it should work like this, but haven't tested it myself.

Yes, tested (macOS 11.5.2)
