设置默认程序，在系统重启后设置会被重置

PRE-REQUIREMENT | 预置条件

在应用商店下载一个microsoft edge浏览器

STEPS TO REPRODUCE | 复现步骤

1.在控制中心-默认程序中修改网页默认程序为microsoft edge
2.重启系统，再次进入控制中心-默认程序
3.观察网页默认程序勾选

OBSERVED RESULT | 观察到的结果

修改microsoft edge为网页的默认程序，重启系统后，默认程序被重置为自研浏览器

重启不会重置任何已修改的数据

fix: 注销系统后默认程序设置失效

如果用户有通过控制中心修改默认程序，每次重新登录系统使用之前用户设置的默认程序
而不是从配置文件中重新加载
