Curiously, with this PR, do we have some tests to verify they make some performance difference ?

we don't it just update to yuv-sys upstream and enable NEON

@xianshijing-lk libyuv has benchmark, we should expect 6-30x speedup on arm64

neon simd is a must for libyuv, I am just trying to get confirmation that this PR is sufficient
