Parsing ROM related options

PR #226 must be merged to release (and then #233 to ROMFPMD), and this PR should then be rebased again.

• A compile-time flag MGMOL_HAS_LIBROM is introduced, to compile libROM-related capabilities only when libROM is supported.
• ROM config options are parsed via setupROMConfigOption.
• Control class parses the ROM config options via setROMOptions and syncROMOptions. The member variable ROMPrivateOptions rom_pri_option is the placeholder for all ROM related options.
• These options are not yet used in the workflow. will be used in future (see on-the-fly FOM orbital snapshot saving #229 and ROM workflow for restart file collection and POD basis training #230)
