基于 v0.22 修改后的获取标签 api，修复了获取标签的功能（新版本还是不支持v0.22.0的Memos，除了发布功能能用，标签获取/图片上传/搜索/随机都不行 #41 ，0.22.1版本好像还是不支持，无法打开标签，只能发送纯文本。 #42）。
若调用 api 时不指定用户，则会获取到所有用户的标签，因此在存储 apiurl 和 token 时加入了一个验证和获取 userid 的步骤。

我非常不熟悉 js 的使用，如果有什么代码风格或者实现上的问题，请随意修改😊。
