This PR adds, only if SpectrumAPI is installed:
-Vega: Star card that gives ascension power to Spectrums
-Rigel: Star card that gives ascension power to Straight Spectrums
-Eltanin: Star card that gives ascension power to Spectrum Houses
-HD 33579: Star card that gives ascension power to Spectrum Fives.
(i'm least fond of using this star out of my choices, so feel free to swap out HD 33579 for a different star if you come up with something better)
there aren't any star cards for specflushes, at least partially because i don't know of a single mod that actually adds planets for them/enables the hand :P
also brings over the content from my previous PR to the main branch, into the dev branch.
SpectrumAPI will become real just you wait
