Update the GitHub Actions configuration from the template, except for the new tox dependencies structure (coming in a later commit). Stop using a matrix for Python versions and use an environment variable at the top of each workflow specifying the Python version to use for all jobs. Disable caching for the periodic CI job and run make update-deps directly rather than using neophile.
