Switch to the Annotated syntax for FastAPI handlers so that there is no need to whitelist the FastAPI dependency functions. Exclude the diagnostic of os.getenv in configuration for now, since I will convert to pydantic-settings in an upcoming PR.
Add the entries from the old CHANGELOG.rst to CHANGELOG.md in the new format and remove the old change log.
