The service reset websockets subscription after BLOCK_SUBSCRIPTION_TIMEOUT if no blocks show up. If BLOCK_POLL_TIMEOUT is greater than zero, then block polling mechanism is used instead of websockets. /health returns 500 if blocks do not show up after BLOCK_HEALTH_TIMEOUT.
