This fixes #21, the Allegro license issue, by manually installing Allegro 10.1 instead of using CIM.

It also appears #16 has been resolved at some point

Thanks Neil. Great job.

In the future, we should probably extract CIM's cl script -- I think it's fairly useful on its own -- and remove the dependency on CIM.
