Cms module use the new composer based bootstrap process, therefore add a standalone class. Therefore in order to bootstrap the cms in the config use

'bootstrap' => ['luya\cms\frontend\Bootstrap']

instead of

'bootstrap' => ['cms'] // which is the module name
