This change adds a simple utility to generate schemas for the ndt5 and ndt7 output formats. This utility could be used in conjunction with jostler and the autoloading pipeline for special deployments.

This change includes separate go.mod files so that the bigquery and related dependencies are not inherited by the ndt-server itself, only by this command.
