Have done some general tidying up, including adding doc strings to the functions, and also just copying the notes about L96 from the previous notebook in order to remind the user of the meaning behind the various notations.
In order to get the 3DVar case to work I had to edit the DA_methods.py code a little bit as there were some dimension clashes. It works now but maybe worth double checking.
