The follwoing Exceptions should be marked as API in 2.4-develop branch

  1. app/code/Magento/Checkout/Api/Exception/PaymentProcessingRateLimitExceededException.php
  2. app/code/Magento/SalesRule/Api/Exception/CodeRequestLimitException.php
