Also encountered this bug.
Can`t login to backend with Chrome and Firefox.
̶I̶E̶ ̶1̶1̶ ̶w̶o̶r̶k̶s̶ ̶w̶e̶l̶l̶ ̶!̶
Temporary fixed problem by changing <session_save> to db in local.xml

Apache 2.4.7 Windows installation
php 5.4.9

@chrom, there were multiple issues similar to the one that you reported. By now we cannot reproduce this issue any more on the most fresh code. We are closing this issue.
