support newly acquired address space to expand testnet #109
Description
Doublezero Foundation has purchased 148.51.0.0/17. This will be transfered in over the next couple of week.
As we have run out of address space in FRK and are close in NY5 and LA2 I'll suggest we move quickly to implement this additional address space so we can use it once the transfer is complete.
For testnet I'll suggest we reserve the last 4 class Cs in this range and assign a /25 to each of the 7 testnet sites.
