cli: device create defaults metrics publisher pk to device owner pk

On doublezero device create, if a metrics publisher pubkey is not given, the CLI currently defaults the value to the device owner. This is almost never what we want the metrics publisher to actually be, and so is confusing from a contributor point of view.
