Funder: topping off user accounts

Ensure DZ Ledger users have sufficient credits to perform operations.  

For users service keys we need to ensure that they have a balance greater than x credits for the connect/disconnect transaction fee. 
For contributors service keys we need to ensure that the account has  greater than y credits for smart contract operations.
