Develop a Operational Playbook to Deal with Capacity Issues

As a network operator, I would like a playbook that would allow me to understand the different decision points and options available if DZ hits network capacity issues, e.g. on a single or multiple CYOA interface(s), on a WAN link, on a DZX link, if we hit the max number of user slots etc. so that I can make an informed decision on the correct remediation plan.
