Tracking RPCs

In order to track RPCs, and other use cases in Grafana, etc. We should alter the user list to include a naming convention.
At the moment we have "validator" and "prepaid" I suggest we add a third term "RPC"

This should allow us to call RPCs specifically in grafana in a similar way to how we track validators.
