metrics: move all native EOS influx and FPGA stats into Agent

Rather than messing with further influx config testing and EOS, we should move all the metrics produced natively from EOS into the Agent.

• interface counters
• platform health (power, fan, etc)
• FPGA stats

Agent should subscribe to gRPC and convert to influx line protocol
