Set upper bound for supported protobuf version #1421

What does this implement or fix?

We currently support only versions 3 and 4 for protobuf.
This PR sets an appropriate upper bound because there is now protobuf version 5.

For 4.0.x pin protobuf < 5 as in #1421.
