make build-frontend doesn't seem to work properly

The typical way to build the app is;

make clean; make build-app; make run-app

build-app calls docker-compose build:

build-app:
	@echo "Building application containers..."
	$(DOCKER_COMPOSE) build

while build-frontend is using docker build

build-frontend:
	docker build -t $(PROJECT_NAME)-frontend \
		-f webui/Dockerfile.frontend ./webui

Makefile was cleaned up to keep only required groups of actions:

1. Build: build-frontend, build-backend, build-tests and build-all (includes all previous). All builds are using 'docker build' command
2. Test: test (all pytests), api-test (api related subset of pytests), newman-test (postman tests) and all-test (test + Newman test). All tests run in container built with required dependencies and resources
3. Run: run-app (starts DBs/services and frontend/backend), run-backend (starts DBs/services and backend), run-backend (starts DBs/services and frontend), run-services (starts DBs/services)
4. Miscellaneous: clean (stops/removes all containers, cleans volume folders), create-volumes, logs, info, help
