for Chrome the following plugins are useful :

WAVE
aXe
Lighthouse - depending on your version of Chrome, this may already be built in to the developer tools

for Firefox the following plugins are useful :

WAVE

Specs for the web accessibility can be found at the W3C Accessibility Initiative and W3C Aria. Its also probably good to have a look at this blog post by WebAIM.
