Haxe 4 update (#1)

* Get all the tests compiling again.

* Remove unnecessary conditional for hl and js targets.
Add a Javascript us2/ut16 hybrid surrogate test.

* Cleanup unused imports and remove commented out code used for figure stuff out.

* Test the README.md examples.
Remove refs to haxe.Utf8 from Unifill.hx
Add missing conditions to Unifill.hx

* Don't forget to test Neko.
Remove incorrect neko conditionals from Unifill.hx
Add neko conditionals to TestInternalEncoding.hx

* Expand TestCodePoint.hx with CodePointIterator tests.
Add a note to README.md that NULL characters can break some targets.

* Test against latest nightly.
