Some of the ENV statements in repo2docker set multiple variables instead of one per line, e.g. https://github.com/jupyterhub/repo2docker/blob/fabf178d0b04808d287caa40c99802a057d824f8/repo2docker/buildpacks/base.py#L31-L33
dockerfile-parse can handle these, and also has limited supported for expanding some vars.
