This PR contains an updated version of the Mapbase repo's contribution guidelines and an updated PR template. This is intended to coincide with Mapbase v8.0.
The contribution guidelines were updated to reflect new precedents and the current state of Mapbase's review process.
The PR template was updated to include a new item for whether or not a PR's commit history can be safely overwritten. The subsection regarding linked issues was also removed to simplify the template and avoid confusion.
