Adds `parse_cls` decorator to use same funcionality with `dataclasses.dataclass`. Updates tests, README and tutorial.

Adds support for packing arguments, e.g. *args and **kwargs. These packing arguments can be optionally typed to validate, coerce and parse any passed arguments that will be packed up.
Also adds
parse_clsdecorator to provide for validating, coercing and parsing input to a 'type-annotated' dataclass.Tests, README and tutorial revised / extended to reflect changes.
