This allows endpoints to have the full url of the run, not just the path.

Fixed length streaming mode is possible since the entire POST data block is known when the method is called and the value is set to the length of the data array. setDoInput(false) is called on the connection since it is only written to and never read from.
This allows clients being notified to have access to the params that were part of the build.
Add a more robust set of tests.
