Fix problems with deploying phrase-throughs and phrase-arounds that I missed in #492 verify parameters during setup #719 earlier causing test cases to fail
Fix an issue with asymmetry between safe and unsafe decoding causing a test case to fail
Rewrite a test case to test for the appropriate exception being thrown instead of testing for old inappropriate behavior where Roxy did not raise an exception
